15         On page 45, line 9 through line 22,
16  remove from the bill:  all of said lines

18  and insert in lieu thereof:  
19         (b)  Nothing in this part shall prohibit a local
20  government from adopting land development regulations which
21  establish reasonable standards for setbacks, buffering, and
22  landscaping or to require consistency with the local
23  comprehensive plan for a substation that will be operated by
24  an electric utility. Compliance with any such adopted
25  standards creates a presumption that a substation is
26  compatible with adjacent land uses.
27         (c)  If an electric utility demonstrates by competent
28  substantial evidence that it meets all criteria for approval
29  of an application for a development permit fot the location,
30  construction, and operation of a substation, the local
31  government may not deny the application unless the
