1 A bill to be entitled
2 An act relating to trust funds; creating the
3 Welfare Transition Trust Fund within the Agency
4 for Workforce Innovation; providing for sources
5 of moneys and purposes; providing for annual
6 carryforward of funds; providing for future
7 review and termination or re-creation of the
8 trust fund; providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Welfare Transition Trust Fund.--
13 (1) The Welfare Transition Trust Fund is created in
14 the State Treasury, to be administered by the Agency for
15 Workforce Innovation. Funds shall be credited to the trust
16 fund to be used for the purposes of the welfare transition
17 program set forth in ss. 445.017-445.032, Florida Statutes.
18 (2) The intent of the Welfare Transition Trust Fund is
19 to support the welfare transition program, including diversion
20 services, employment and related services, transition
21 services, and support services.
22 (3) Funds budgeted for the welfare transition program
23 may be appropriated to the Welfare Transition Trust Fund for
24 implementation of welfare transition services. Additional
25 funds may be placed in the Welfare Transition Trust Fund,
26 including incentive funds earned by the state for purposes of
27 this section.
28 (4) All funds transferred to and retained in the trust
29 fund shall be invested pursuant to s. 18.125, Florida
30 Statutes. Any interest accruing to the trust fund shall be for
31 the benefit of the welfare transition program. Notwithstanding

1 s. 216.301, Florida Statutes, and pursuant to s. 216.351,
2 Florida Statutes, any undisbursed balance remaining in the
3 trust fund and interest accruing to the trust fund not
4 distributed at the end of the fiscal year shall remain in the
5 trust fund and shall increase the total funds available to
6 implement the welfare transition program.
7 (5) Pursuant to the provisions of s. 19(f)(2), Art.
8 III of the State Constitution, the Welfare Transition Trust
9 Fund shall, unless terminated sooner, be terminated on July
10 1,2005. Prior to its scheduled termination, the trust fund
11 shall be reviewed as provided in s. 215.3206(1) and (2),
12 Florida Statutes.
13 Section 2. This act shall take effect July 1, 2001.

19 specific statutory sections s. 445.017 - 445.032, F.S.,
for describing the purposes of the Welfare Transition
20 Program.
21 - Deletes language specifying that the anticipated source
of funds for the Welfare Transition Trust Fund is the
22 federal Temporary Assistance for Needy Families (TANF)
block grant, and specifies that funds budgeted for the
23 Welfare Transition Program may be appropriated to the
trust fund.
