11  The Committee on Transportation recommended the following

17  and insert:  
18         Section 1.  Paragraph (ff) is added to subsection (4)
19  of section 320.08056, Florida Statutes, to read:
20         320.08056  Specialty license plates.--
21         (4)  The following license plate annual use fees shall
22  be collected for the appropriate specialty license plates:
23         (ff)  Florida Golf license plate, $25.
24         Section 2.  Subsection (32) is added to section
25  320.08058, Florida Statutes, to read:
26         320.08058  Specialty license plates.--
27         (32)  FLORIDA GOLF LICENSE PLATES.--
28         (a)  The Department of Highway Safety and Motor
29  Vehicles shall develop a Florida Golf license plate as
30  provided in this subsection. The word "Florida" must appear at
31  the bottom of the plate. The Dade Amateur Golf Association,

 1  following consultation with the PGA TOUR, the Florida Sports
 2  Foundation, the LPGA, and the PGA of America may submit a
 3  sample plate for consideration by the department.
 4         (b)  The department shall distribute the Florida Golf
 5  license plate annual use fees to the Florida Sports
 6  Foundation, a direct-support organization of the Office of
 7  Tourism, Trade, and Economic Development. The license plate
 8  annual use fees shall be annually allocated as follows:
 9         1.  Up to 5 percent of the proceeds from the annual use
10  fees may be used by the Florida Sports Foundation for the
11  administration of the Florida Youth Golf Program.
12         2.  The Dade Amateur Golf Association shall receive the
13  first $80,000 in proceeds from the annual use fees for the
14  operation of youth golf programs in Miami-Dade County.
15  Thereafter, 15 percent of the proceeds from the annual use
16  fees shall be provided to the Dade Amateur Golf Association
17  for the operation of youth golf programs in Miami-Dade County.
18         3.  The remaining proceeds from the annual use fees
19  shall be available for grants to nonprofit organizations to
20  operate youth golf programs and for the purpose of marketing
21  the Florida Golf license plates. All grant recipients,
22  including the Dade Amateur Golf Association, shall provide to
23  the Florida Sports Foundation an annual program and financial
24  report regarding the use of grant funds. Such reports shall be
25  made available to the public.
26         (c)  The Florida Sports Foundation shall establish a
27  Florida Youth Golf Program. The Florida Youth Golf Program
28  shall assist organizations for the benefit of youth; introduce
29  young people to golf; instruct young people in golf; teach the
30  values of golf; and emphasize life skills, fair play,
31  courtesy, and self-discipline.

 1         (d)  The Florida Sports Foundation shall establish a
 2  five-member committee to offer advice regarding the
 3  distribution of the annual use fees for grants to nonprofit
 4  organizations. The advisory committee shall consist of one
 5  member from a group serving youth, one member a group serving
 6  disabled youth, and three members at large.
 7         Section 3.  This act shall take effect July 1, 2001.

19         providing for the distribution of annual use
20         fees received from the sale of the plates;

22         establish a youth golf program; providing for
23         an advisory committee; providing an effective
24         date.

26         WHEREAS, it is the mission of Tee Off For Opportunity,
27  a project of the Dade Amateur Golf Association, to provide
28  access to the sport of golf to Florida youth regardless of
29  gender, socioeconomic status, or race by providing grants to
30  sustain and enhance existing amateur and junior golf
31  associations across the state, and to promote the State of

 1  Florida as a golf destination, and
 2         WHEREAS, the majority of the parents and guardians of
 3  middle and lower income youth in Florida lack the opportunity
 4  and financial resources to provide access to equipment, golf
 5  courses, and training; therefore, the majority of the state's
 6  children are denied the opportunity to learn and to play the
 7  game, and
 8         WHEREAS, amateur golf associations are currently
 9  operating at public golf courses in communities across the
10  state, and it is through involvement in these programs that
11  most young people become introduced to golf, and
12         WHEREAS, for youngsters whose families don't have the
13  resources to provide private lessons or memberships in private
14  clubs, these local programs afford the only opportunity for
15  such young people to learn the game and enjoy a few hours on
16  the golf course, and, due to a lack of funds, the exceptional
17  people who donate their time and money to the programs are
18  currently able to accommodate only a limited number of youth,
19  and
20         WHEREAS, a 1997 visitor profile report by Visit Florida
21  found the state attracted 1,482,041 visitors for the sole
22  purpose of playing golf, with tourists and residents alike
23  enjoying 1,153 different golf courses year round, resulting in
24  Florida's having proclaimed itself "The Number One Golf
25  Vacation Destination," and
26         WHEREAS, both amateur and professional golfers are
27  highly visible in the state, annually playing more than 55
28  million rounds of golf and generating billions of public and
29  private dollars, to make golf a $6 billion-a-year industry in
30  the state, and
31         WHEREAS, decisionmaking in professional golf is made in

 1  Florida, as the PGA is headquartered in West Palm Beach, the
