14 On page 18, between lines 30 and 31,

16 insert:
17 Section 3. The Department of Health Technical Review
18 and Advisory Panel, as created in section 381.0068, Florida
19 Statutes, is directed to review and advise on the need for
20 licensing the portable restroom industry in the state. Taking
21 into consideration issues relating to qualifications,
22 education, training, and the procedure for handling,
23 transporting, and disposal of septage. The review is not
24 intended to impact work done by septic tank or master septic
25 tank operators. The technical review and advisory panel shall
26 submit its report to the Legislature by January 2, 2002.
