20 (1) The division has authority to adopt rules pursuant
21 to ss. 120.536(1) and 120.54 to implement the provisions of
22 this chapter conferring duties upon it except as otherwise
23 specified in this section.
24 (2) The agency shall have the authority to adopt rules
25 pursuant to ss. 120.536(1) and 120.54 to implement the
26 provisions of sections 440.13 and 440.134, F.S.
