3 licensing; amending s. 320.01, F.S.; defining
4 the term "extended registration period";
5 amending s. 320.055, F.S.; authorizing an
6 extended registration period for certain motor
7 vehicles; amending s. 320.06, F.S.; providing
8 terms and conditions for the issuance of
9 extended registrations; amending s. 320.07,
10 F.S.; providing for expiration of an extended
11 registration; providing for a refund under
12 certain circumstances; providing an effective
13 date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Present subsections (20) through (44) of
18 section 320.01, Florida Statutes, are renumbered as
19 subsections (21) through (45), respectively, and a new
20 subsection (20) is added to said section to read:
21 320.01 Definitions, general.--As used in the Florida
22 Statutes, except as otherwise provided, the term:
23 (20) "Extended registration period" means a period of
24 24 months during which a motor vehicle or mobile home
25 registration is valid.
26 Section 2. Present subsections (2) through (7) of
27 section 320.055, Florida Statutes, are renumbered as
28 subsections (3) through (8), respectively, and a new
29 subsection (2) is added to said section to read:

1 320.055 Registration periods; renewal periods.--The
2 following registration periods and renewal periods are
3 established:
4 (2) Any motor vehicle that is subject to registration
5 under s. 320.08(1), (2), or (3) and is owned by a natural
6 person is eligible for an extended registration period, which
7 begins the first day of the birth month of the owner and ends
8 the last day of the month immediately preceding the owner's
9 birth month 24 months after the beginning of the registration
10 period. If the vehicle is registered in the name of more than
11 one person, the birth month of the person whose name first
12 appears on the registration shall be used to determine the
13 extended registration period. For a vehicle subject to this
14 extended registration period, the renewal period is the 30-day
15 period ending at midnight on the vehicle owner's date of
16 birth.
17 Section 3. Paragraphs (b) and (c) of subsection (1) of
18 section 320.06, Florida Statutes, are amended to read:
19 320.06 Registration certificates, license plates, and
20 validation stickers generally.--
21 (1)
22 (b) Registration license plates bearing a graphic
23 symbol and the alphanumeric system of identification shall be
24 issued for a 5-year period. At the end of said 5-year period,
25 upon renewal, the plate shall be replaced. The fee for such
26 replacement shall be $10, $2 of which shall be paid each year
27 before the plate is replaced, to be credited towards the next
28 $10 replacement fee. The fees shall be deposited into the
29 Highway Safety Operating Trust Fund. A credit or refund shall
30 not be given for any prior years' payments of such prorated
31 replacement fee when the plate is replaced or surrendered

1 before the end of the 5-year period. With each license plate,
2 there shall be issued a validation sticker showing the owner's
3 birth month or the appropriate renewal period if the owner is
4 not a natural person. This validation sticker shall be placed
5 on the upper left corner of the license plate and shall be
6 issued one time during the life of the license plate, or upon
7 request when it has been damaged or destroyed. There shall
8 also be issued with each license plate a serially numbered
9 validation sticker showing the year of expiration, which
10 sticker shall be placed on the upper right corner of the
11 license plate. Such license plate and validation stickers
12 shall be issued based on the applicant's appropriate renewal
13 period. The registration period shall be a period of 12
14 months, and the extended registration period shall be a period
15 of 24 months, and all expirations shall occur based on the
16 applicant's appropriate registration or extended registration
17 period. A vehicle with an apportioned registration shall be
18 issued an annual license plate and a cab card that denote the
19 declared gross vehicle weight for each apportioned
20 jurisdiction in which the vehicle is authorized to operate.
21 (c) Registration license plates equipped with
22 validation stickers subject to the registration period shall
23 be valid for not more than 12 months and shall expire at
24 midnight on the last day of the registration period.
25 Registration license plates equipped with validation stickers
26 subject to the extended registration period shall be valid for
27 not more than 24 months and shall expire at midnight on the
28 last day of the extended registration period. For each
29 registration period after the one in which the metal
30 registration license plate is issued, and until the license
31 plate is required to be replaced, a validation sticker showing

1 the year of expiration shall be issued upon payment of the
2 proper license tax amount and fees and shall be valid for not
3 more than 12 months. For each extended registration period
4 occurring after the one in which the metal registration
5 license plate is issued, and until the license plate is
6 required to be replaced, a validation sticker showing the year
7 of expiration shall be issued upon payment of the proper
8 license tax amount and fees and shall be valid for not more
9 than 24 months. When license plates equipped with validation
10 stickers are issued in any month other than the owner's birth
11 month or the designated registration period for any other
12 motor vehicle, the effective date shall reflect the birth
13 month or month and the year of renewal. However, when a
14 license plate or validation sticker is issued for a period of
15 less than 12 months, the applicant shall pay the appropriate
16 amount of license tax and the applicable fee under the
17 provisions of s. 320.14 in addition to all other fees.
18 Validation stickers issued for vehicles taxed under the
19 provisions of s. 320.08(6)(a), for any company which owns 250
20 vehicles or more, or for semitrailers taxed under the
21 provisions of s. 320.08(5)(a), for any company which owns 50
22 vehicles or more, may be placed on any vehicle in the fleet so
23 long as the vehicle receiving the validation sticker has the
24 same owner's name and address as the vehicle to which the
25 validation sticker was originally assigned.
26 Section 4. Subsection (1) of section 320.07, Florida
27 Statutes, is amended, present subsections (3) through (5) are
28 renumbered as subsections (4) through (6), respectively, and a
29 new subsection (3) is added to said section, to read:
30 320.07 Expiration of registration; annual renewal
31 required; penalties.--

1 (1) The registration of a motor vehicle or mobile home
2 shall expire at midnight on the last day of the registration
3 or extended registration period. A vehicle shall not be
4 operated on the roads of this state after expiration of the
5 renewal period unless the registration has been renewed
6 according to law.
7 (3) Any person who owns a motor vehicle registered
8 under s. 320.08(1), (2), or (3) may alternatively renew the
9 vehicle registration biennially during the applicable renewal
10 period, upon payment of the cumulative of all applicable
11 license tax amounts required by s. 320.08, service charges
12 required by s. 320.04, and any additional fees required by law
13 for the 24-month extended registration period, provided that
14 if there are 12 or more months remaining in the 24-month
15 registration period, the person may apply for and receive a
16 refund for the remaining period, based on the fees in s.
17 320.08(1), (2), and (3), if the person does not want the
18 extended registration.
19 Section 5. This act shall take effect October 1, 2001.
