1 A bill to be entitled
2 An act relating to the St. Johns River Water
3 Management District; amending s. 373.073, F.S.;
4 revising requirements for membership of the
5 district governing board; providing an
6 effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Paragraph (c) of subsection (2) of section
11 373.073, Florida Statutes, is amended to read:
12 373.073 Governing board.--
13 (2) Membership on governing boards shall be selected
14 from candidates who have significant experience in one or more
15 of the following areas, including, but not limited to:
16 agriculture, the development industry, local government,
17 government-owned or privately owned water utilities, law,
18 civil engineering, environmental science, hydrology,
19 accounting, or financial businesses. Notwithstanding the
20 provisions of any other general or special law to the
21 contrary, vacancies in the governing boards of the water
22 management districts shall be filled according to the
23 following residency requirements, representing areas
24 designated by the United States Water Resources Council in
25 United States Geological Survey, River Basin and Hydrological
26 Unit Map of Florida--1975, Map Series No. 72:
27 (c) St. Johns River Water Management District:
28 1. One member shall reside in the area generally
29 designated as the "St. Mary River Basin-Coastal area between
30 St. Marys and St. Johns Rivers" hydrologic units.

1 2. One member shall reside in the area generally
2 designated as the "St. Johns River Basin below Oklawaha
3 River-Coastal area between the St. Johns River and Ponce de
4 Leon Inlet" hydrologic units.
5 3. One member shall reside in the area generally
6 designated as the "Oklawaha River Basin" hydrologic unit.
7 4. One member shall reside in the area generally
8 designated as the "St. Johns River Basin above the Oklawaha
9 River" hydrologic unit.
10 5. One member shall reside in the area generally
11 designated as the "Coastal area between Ponce de Leon Inlet
12 and Sebastian Inlet-Coastal area Sebastian Inlet to St. Lucie
13 River" hydrologic units.
14 6. One member shall reside in Duval County.
15 7.6. Three Four members shall be appointed at large,
16 except that no county shall have more than two members on the
17 governing board.
18 Section 2. This act shall take effect upon becoming a
19 law.

Requires that one member of the governing board of the
24 St. Johns River Water Management District reside in Duval
County, and reduces the member of at-large members from
25 four to three.
