18 Section 1. Notwithstanding the provisions of s.
19 318.121, Florida Statutes, a board of county commissioners may
20 require, by ordinance, that the clerk of the court collect an
21 additional $3 with each civil traffic penalty, which shall be
22 used to fund driver education programs in public and nonpublic
23 schools. The ordinance shall provide for the board of county
24 commissioners to administer the funds. The funds shall be used
25 for direct educational expenses and shall not be used for
26 administration.
