17 insert:
18 Section 6. There is hereby created a committee of the
19 Legislature to study the condition of thoroughbred horse
20 racing in South Florida within Miami-Dade and Broward
21 Counties. Such committee shall be composed of three members of
22 the House of Representatives, appointed by the Speaker of the
23 House of Representatives, and three members of the Senate
24 appointed by the President of the Senate. The committee shall
25 appoint a chair and cochairs from its members and shall have
26 the use of and support of the staffs of either chamber as the
27 Speaker and the President shall determine. The committee shall
28 hold hearings and hear testimony on the condition of South
29 Florida thoroughbred racing in those counties and shall hear
30 evidence regarding it. The committee shall issue a report to
31 the Speaker and the President on or before June 15, 2002. The

1 committee shall consider the historical, cultural, and
2 economic importance of the industry to the state and whether
3 any or all of the thoroughbred facilities in such counties
4 shall be preserved or acquired by the state for the best
5 interest of the people of the state.
6 Section 7. Section 9 of chapter 98-190, Laws of
7 Florida, is amended to read:
8 Section 9. Effective July 1, 2003 2001, subsection
9 (11) of s. 550.615, Florida Statutes, is repealed.
10 Section 8. Section 10 of chapter 2000-354, Laws of
11 Florida, is amended to read:
12 Section 10. Effective July 1, 2003 2001, paragraph (a)
13 of subsection (2) of section 550.09515, Florida Statutes, as
14 amended by section 4 of chapter 98-190, Laws of Florida, is
15 reenacted to read:
16 550.09515 Thoroughbred horse taxes; abandoned interest
17 in a permit for nonpayment of taxes.--
18 (2)(a) Notwithstanding the provisions of s.
19 550.0951(3)(a), The tax on handle for live thoroughbred
20 horserace horse performances shall be 0.5 percent. subject to
21 the following:
22 1. The tax on handle per performance for live
23 thoroughbred performances is 2.25 percent of handle for
24 performances conducted during the period beginning on January
25 3 and ending March 16; .70 percent of handle for performances
26 conducted during the period beginning March 17 and ending May
27 22; and 1.5 percent of handle for performances conducted
28 during the period beginning May 23 and ending January 2.
29 2. However, any thoroughbred permitholder whose total
30 handle on live performances during the 1991-1992 state fiscal
31 year was not greater than $34 million is authorized to conduct

1 live performances at any time of the year and shall pay 0.5
2 percent on live handle per performance.

16 relating to intertrack wagering broadcasts;
17 amending s. 10 of ch. 2000-354, Laws of
18 Florida; postponing effective date of
19 provisions modifying the tax on handle for live
20 thoroughbred performances;
