  1                 Senate Joint Resolution No. ____

  2         A joint resolution proposing the creation of

  3         Section 7 of Article VIII of the State

  4         Constitution, relating to amending certain

  5         county charters by special law.

  7  Be It Resolved by the Legislature of the State of Florida:

  8

  9         That the creation of Section 7 of Article VIII of the

10  State Constitution as set forth below is agreed to and shall

11  be submitted to the electors of this state for approval or

12  rejection at the next general election or at an earlier

13  special election specifically authorized by law for that

14  purpose:

15                           ARTICLE VIII

16                         LOCAL GOVERNMENT

17         SECTION 7.  Special laws amending county home rule

18  charters.--Notwithstanding any limitation under this article,

19  the charter of any county which has adopted a home rule

20  charter may be amended by special law approved by vote of the

21  electors of the county and, if approved, shall be deemed an

22  amendment of the charter by the electors of the county.

23         BE IT FURTHER RESOLVED that the following statement be

24  placed on the ballot:

25         CONSTITUTIONAL AMENDMENT ARTICLE VIII, SECTION 7

26         AUTHORIZING AMENDMENTS TO COUNTY HOME RULE CHARTERS BY

27  SPECIAL LAW APPROVED BY REFERENDUM.--Proposing the creation of

28  Section 7 of Article VIII of the State Constitution to

29  authorize amendment of a county home rule charter by special

30  law approved by vote of the electors of the county.
