14         Senate Amendment 
15         On page 7, lines 4-7, delete those lines
16  
17  and insert:  invitation to bid or a request for a proposal
18  will not result in the best value to the state, based on
19  factors, including, but not limited to, price, quality,
20  design, and workmanship, the agency may procure commodities
21  and contractual services by an invitation to bid. An agency
22  may procure commodities and contractual services by a request
23  for a quote from vendors under contract with the department.
