  1                      A bill to be entitled

  2         An act relating to public utilities; amending

  3         s. 366.01, F.S.; requiring public-utility

  4         regulation to provide for the restructuring of

  5         the wholesale electricity market; providing an

  6         effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  Section 366.01, Florida Statutes, is

11  amended to read:

12         366.01  Legislative declaration.--The regulation of

13  public utilities as defined herein is declared to be in the

14  public interest and this chapter shall be deemed to be an

15  exercise of the police power of the state for the protection

16  of the public welfare and all the provisions hereof shall be

17  liberally construed for the accomplishment of that purpose.

18  Such regulation shall provide for the restructuring of the

19  wholesale market for electricity in this state.

20         Section 2.  This act shall take effect upon becoming a

21  law.
