  1                      A bill to be entitled

  2         An act relating to child care facilities;

  3         requiring the Department of Children and Family

  4         Services to establish a database of information

  5         relating to violations, citations, and

  6         penalties imposed against child care facilities

  7         regulated by the state; specifying database

  8         capabilities and uses of information contained

  9         therein; providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

13         Section 1.  The Department of Children and Family

14  Services shall establish and maintain a central database to

15  record and compile all district information relating to

16  violations, citations, and penalties imposed against child

17  care facilities regulated by the department. The database

18  shall be operated in a manner that enables the department to

19  identify and locate such information for purposes of

20  monitoring and evaluating the uniformity and effectiveness of

21  district investigations and enforcement, in order to ensure

22  compliance of child care facilities with state regulatory

23  requirements. The database shall further maintain and produce

24  aggregate statistical reports monitoring patterns of

25  violations, citations, and penalties, including the classes

26  and types of violations, and any actions taken to suspend or

27  revoke the license of a child care facility. The information

28  in the database shall serve as a resource for the evaluation

29  of child care facilities for license renewal but may not be

30  used for employment screening. The information in the database

31  shall be made available to the public upon request.

  1         Section 2.  This act shall take effect upon becoming a

  2  law.
