  1                      A bill to be entitled

  2         An act relating to education funding; amending

  3         s. 236.081, F.S.; revising the method for

  4         determining district cost differentials;

  5         providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Subsection (2) of section 236.081, Florida

10  Statutes, is amended to read:

11         236.081  Funds for operation of schools.--If the annual

12  allocation from the Florida Education Finance Program to each

13  district for operation of schools is not determined in the

14  annual appropriations act or the substantive bill implementing

15  the annual appropriations act, it shall be determined as

16  follows:

17         (2)  DETERMINATION OF DISTRICT COST DIFFERENTIALS.--The

18  commissioner shall annually compute for each district the

19  current year's district cost differential (DCD). The DCD

20  district cost differential shall be calculated by adding each

21  district's price level index as published in the Florida Price

22  Level Index (FPLI), prepared by the Executive Office of the

23  Governor, for the most recent 3 years and dividing the

24  resulting sum by 3. However, if a district that has a DCD of

25  1.0 or less is bordered by two or more districts that have an

26  average current FPLI of greater than 4 percent more than the

27  FPLI of the single district, the FPLI, for the purpose of

28  calculating the single district's DCD, shall be increased by

29  an amount equal to one-half of the difference between that

30  district's FPLI and the average of the FPLI's of the border

31  districts. The result for each district shall be multiplied by

  1  0.008 and to the resulting product shall be added 0.200; the

  2  sum thus obtained shall be the cost differential for that

  3  district for that year.

  4         Section 2.  This act shall take effect July 1, 2001.
