Explanation:
Increases the budget by $300 million from the Working Capital Fund and
provides $100 million each to elderly drug assistance, nursing home staff,
and teacher salaries contingent upon no tax relief legislation becoming law.

renumber subsequent sections:
Section 32. Funds provided in Specific Appropriations 234, 278A, and
117A from the Working Capital Fund are contingent upon no legislation
becoming law that would reduce collections from current tax revenues
(intangible tax and others) by more than $300,000,000 in Fiscal Year
2001-2002.
