18         Section 5.  Section 216.0446, Florida Statutes, is
19  amended to read:
20         216.0446  Review of information resources management
21  needs.--
22         (1)  There is created within the Legislature the
23  Technology Review Workgroup. The workgroup and the State
24  Technology Office shall independently review and make
25  recommendations with respect to the portion of agencies'
26  long-range program plans which pertains to information
27  resources management needs and with respect to agencies'
28  legislative budget requests for information technology and
29  related resources management. The Technology Review Workgroup
30  shall report such recommendations, together with the findings
31  and conclusions on which such recommendations are based, be

HOUSE AMENDMENT Bill No. HB 1811 Amendment No. ___ (for drafter's use only) 1 responsible to the Legislative Budget Commission chairs of the 2 legislative appropriations committees. The State Technology 3 Office shall report such recommendations, together with the 4 findings and conclusions on which such recommendations are 5 based, to the Executive Office of the Governor and to the 6 chairs of the legislative appropriations committees. 7 (2) In addition to its primary duty specified in 8 subsection (1), the Technology Review Workgroup shall have 9 powers and duties that include, but are not limited to, the 10 following: 11 (a) To evaluate the information resource management 12 needs identified in the agency long-range program plans for 13 consistency with the State Annual Report on Enterprise 14 Resource Planning and Information Resources Management and 15 statewide policies recommended by the State Technology Office 16 Council, and make recommendations to the Legislative Budget 17 Commission chairs of the legislative appropriations 18 committees. 19 (b) To review and make recommendations to the 20 Legislative Budget Commission chairs of the legislative 21 appropriations committees on proposed budget amendments and 22 agency transfers associated with information technology 23 resources management initiatives or projects that involve more 24 than one agency, that have an outcome that impacts another 25 agency, or that exceed $500,000 in total cost over a 1-year 26 period, or that are requested by the Legislative Budget 27 Commission to be reviewed. 28 Section 6. HOUSE AMENDMENT Bill No. HB 1811 Amendment No. ___ (for drafter's use only) 1 (5) An amendment to the original operating budget for 2 an information technology resources management project or 3 initiative that involves more than one agency, has an outcome 4 that impacts another agency, or exceeds $500,000 in total cost 5 over a 1-year period, except for those projects that are a 6 continuation of hardware or software maintenance or software 7 licensing agreements, or that are for desktop replacement that 8 is similar to the technology currently in use must be reviewed 9 by the Technology Review Workgroup pursuant to s. 216.0466 and 10 approved by the Executive Office of the Governor for the 11 executive branch or by the Chief Justice for the judicial 12 branch, and shall be subject to the notice and review 13 procedures set forth in s. 216.177. 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 3 File original & 9 copies 04/25/01 hbd0001 12:29 pm 01811-0057-090221
