14 On page 3, line 27, of the bill

16 insert:
17 Section 1. It is the finding and intent of the
18 Legislature that there exists a compelling state interest that
19 patients should be informed of the credentials of the health
20 care practitioners that treat them and that the public be
21 protected from misleading health care advertising. The
22 Legislature further finds that the area of board certification
23 can be extremely confusing for patients and that practitioners
24 could easily trick patients into believing that the
25 practitioner is better qualified than other similarly trained
26 practitioners simply by creating a sham designation or
27 creating a sham certification body. Therefore, the Legislature
28 finds that the most direct and effective manner in which to
29 protect patients from the identifiable harm of false or
30 misleading advertising of credentials is to ensure that
31 patients have a standard and easily understood method of
