14 On page 5, between lines 2 and 3, of the bill

16 insert:
17 Section 5. Subsection (6) is added to section 456.003,
18 Florida Statutes, to read:
19 456.003 Legislative intent; requirements.--
20 (6) Unless expressly and specifically granted in
21 statute, the duties conferred on the boards do not include the
22 enlargement, modification, or contravention of the lawful
23 scope of practice of the profession regulated by the boards.
24 This subsection shall not prohibit the boards, or the
25 department when there is no board, from taking disciplinary
26 action or issuing a declaratory statement.
