11 The Council for Healthy Communities offered the following:

13 Amendment (with title amendment)
14 On page 128, between lines 4 and 5 of the bill
15
16 insert: Section 65. Notwithstanding the establishment of
17 need as provided for in chapter 408, no certificate of need
18 for additional community nursing home beds shall be approved
19 by the agency until July 1, 2006. The Legislature finds that
20 the continued growth in the Medicaid budget for nursing home
21 care has constrained the ability of the state to meet the
22 needs of its older citizens through the use of less
23 restrictive and less institutional methods of long-term care.
24 It is therefore the intent of the Legislature to limit the
25 increase in Medicaid nursing home expenditures in order to
26 provide funds to invest in long-term care which is
27 community-based and provides supportive services in a manner
28 that is both more cost-effective and more in keeping with the
29 wishes and desires of the elderly residents of this state.
