17 Section 20. Subsections (2) and (10) of section
18 580.031, Florida Statutes, are amended to read:
19 580.031 Definitions of words and terms.--As used in
20 this chapter, the term:
21 (2) "Commercial feed" means all materials or
22 combinations of materials that are distributed or intended to
23 be distributed for use as feed or for mixing in a feed for
24 animals other than humans, except:
25 (a) Unmixed whole seeds, including physically altered
26 entire unmixed seeds, when such seeds are not chemically
27 changed or are not adulterated within the meaning of s.
28 580.071.
29 (b) Unground hay, straw, stover, silage, cobs, husks,
30 and hulls, and individual chemical compounds or substances,
31 when such commodities, compounds, or substances are unmixed

1 with other substances and are not adulterated within the
2 meaning of s. 580.071.
3 (c) Feed mixed by the consumer for the consumer's own
4 use made entirely or in part from products raised on the
5 consumer's farm, except as is provided by rules of the
6 department.
7 (d) Any material or combination of materials that is
8 distributed for use as feed for domestic pets such as but not
9 limited to: dogs, cats, gerbils, hamsters, birds, fish,
10 reptiles, and amphibians.
11 (10) "Feedstuff" means edible materials, other than
12 commercial feed, which are distributed for animal consumption
13 and which contribute energy or nutrients, or both, to an
14 animal diet. The term includes ingredients as defined in this
15 section. The term does not include any material or combination
16 of materials that is distributed for use as feed for domestic
17 pets such as but not limited to: dogs, cats, gerbils,
18 hamsters, birds, fish, reptiles, and amphibians.
