14 On page 188, between lines 3 and 4, of the bill
15
16 insert new section 128:
17 Section 128. Notwithstanding any other provision of
18 law, Workforce Florida, Inc., shall develop strategies and
19 policies for incorporating the use of private-sector staffing
20 services firms into the operation of the state's workforce
21 system, in order to reduce duplication in the delivery of
22 workforce services to individuals and employers. Workforce
23 Florida, Inc., shall incorporate provisions relating to the
24 use of such staffing services firms into the strategic plan
25 required under section 445.006, Florida Statutes. In
26 addition, Workforce Florida, Inc., shall develop policies and
27 guidelines for use by the regional workforce boards in
28 fulfilling the ability of the boards to use private-sector
29 staffing services firms to the maximum extent feasible in the
30 one-stop delivery system, pursuant to section 445.009(9),
31 Florida Statutes. In developing the strategies, policies, and

1 guidelines under this section, Workforce Florida, Inc., shall
2 consider the extent to which the use of private-sector
3 staffing services firms could result in more efficient
4 delivery of workforce services, including, but not limited to,
5 the extent to which portions of the one-stop delivery system
6 or specific activities of the one-stop delivery system could
7 be reduced or replaced by activities conducted by such
8 staffing services firms. By January 1, 2002, Workforce
9 Florida, Inc., shall submit a report to the Governor, the
10 President of the Senate, and the Speaker of the House of
11 Representatives on its progress in fulfilling the requirements
12 and on additional options for the state to increase the use of
13 private-sector staffing services firms in the workforce
14 system. The report shall also include recommendations on
15 whether the membership of the board of Workforce Florida,
16 Inc., and the regional workforce boards should be amended to
17 include representatives from staffing services firms.
