15 On page 61, between lines 14 and 15,

17 insert:
18 Section 24. The board of governors of the joint
19 underwriting plan authorized under section 627.311(4), Florida
20 Statutes, shall conduct a study of the exemptions granted to
21 the construction industry under chapter 440, Florida Statutes.
22 The study must contain an examination of the ramifications of
23 such exemptions on the construction industry and on the entire
24 Florida workers' compensation system, including the potential
25 impact of requiring all persons actively engaged in the
26 construction industry who elect to be excluded from the
27 definition of "employee" as provided in section 440.02,
28 Florida Statutes, to obtain a minimum premium or an "if any"
29 workers' compensation insurance policy. The study must also
30 examine the cost and availability of such insurance coverage
31 and make recommendations regarding insurance coverage for

1 persons who currently elect to be excluded from chapter 440,
2 Florida Statutes. The board of governors shall submit a
3 written report to the President of the Senate and the Speaker
4 of the House of Representatives by January 1, 2002. The sum of
5 $250,000 is transferred to the joint underwriting plan from
6 the Workers' Compensation Administrative Trust Fund for the
7 purpose of funding the costs association with this study.
8 Section 25. Effective January 1, 2004, all persons
9 actively engaged in the construction industry shall secure the
10 payment of compensation under chapter 440, Florida Statutes.

17 On page 64, line 24, after the semicolon,

19 insert:
20 requiring a study of the exemptions granted to
21 the construction industry under ch. 440, F.S.;
22 requiring a report to the Legislature;
23 providing for a transfer of funds to pay the
24 costs of the study; requiring persons engaged
25 in the construction industry to secure workers'
26 compensation insurance by a specified date;
