14 On page 70, between lines 25 and 26 of the bill

16 insert:
17 (2) LOCAL GOVERNMENT INFRASTRUCTURE SURTAX.--
18 (j) The largest municipality in a county having a
19 population of more than 1 million, which county has not levied
20 the surtax authorized by this subsection, may levy an
21 infrastructure surtax of 0.5 percent, but only if the surtax
22 is approved by the electors of the municipality by referendum.
