17 and insert in lieu thereof:
18 to the Department of Corrections. The secretary may
19 designate persons within the Office of the Inspector General
20 as law enforcement officers to conduct any criminal
21 investigation that occurs on property owned or leased by the
22 department or involves matters over which the department has
23 jurisdiction. A person designated as a law enforcement
24 officer must be certified pursuant to s. 943.1395 and must
25 have a minimum of 3 years' experience as an inspector general
26 investigator or as a law enforcement officer. The department
27 shall maintain a memorandum of understanding with the
28 Department of Law Enforcement for the notification of and
29 investigation of mutually agreed-upon predicate events, which
30 shall include, but are not limited to, suspicious deaths and
31 major organized criminal activity. During In such

1 investigations, the inspector general and inspectors may
2 consult and confer with any prisoner or staff member privately
3 and without molestation, and persons designated as law
4 enforcement officers under this section shall have the
5 authority to conduct warrantless arrests of detain any person
6 for violations of the felony criminal laws of the state, as
7 enumerated in this chapter and chapter 893. A person
8 designated as a law enforcement officer under this section may
9 make arrests pursuant to a warrant, including arrests of
10 offenders who have escaped or absconded from custody. Such
11 detention shall be made only on properties owned or leased by
12 the department, and Tthe arrested detained person shall be
13 surrendered without delay to the detention facility sheriff of
14 the county in which the arrest detention is made, with a
15 formal complaint subsequently made against her or him in
16 accordance with law.
