13         Senate Amendment (with title amendment) 
14         On page 3, line 1,

16  insert:  
17         Section 1.  Effective July 1, 2001, section 14.205,
18  Florida Statutes, is created to read:
19         14.205  Privatization Commission.--
20         (1)  It is the policy of this state that all state
21  services be performed in the most effective and efficient
22  manner in order to provide the best value to the public.
23         (2)  The Privatization Commission is created and all
24  powers, duties, functions, rules, records, personnel,
25  property, and unexpended balances of appropriations,
26  allocations, or other funds of the Correctional Privatization
27  Commission, created in chapter 957, are transferred by a type
28  one transfer, as defined in s. 20.06(1), to the Privatization
29  Commission.
