17         Section 1.  Florida Transportation Commission to make
18  study.--
19         (1)  The Florida Transportation Commission shall study
20  and make recommendations on how Florida will create a
21  comprehensive plan for all types of transportation for the
22  next 20 years. The commission shall include recommendations on
23  projected funding needs, including the use of toll roads,
24  areas of the state which will need additional transportation
25  development, the effect of local metropolitan planning
26  organization plans on the state as a whole, the streamlining
27  of cooperation between local, state, and federal agencies or
28  organizations, and any other transportation issues the
29  commission deems relevant to develop an overall comprehensive
30  transportation plan for the state for the next 20 years.
31         (2)  The commission shall prepare a report which may

 2  Speaker of the House of Representatives, the President of the
