17 Section 23. Subsections (5) and (6) of section
18 112.061, Florida Statutes, are amended to read:
19 112.061 Per diem and travel expenses of public
20 officers, employees, and authorized persons.--
21 (5) COMPUTATION OF TRAVEL TIME FOR REIMBURSEMENT.--For
22 purposes of reimbursement and methods of calculating
23 fractional days of travel, the following principles are
24 prescribed:
25 (a) The travel day for Class A travel shall be a
26 calendar day (midnight to midnight). The travel day for Class
27 B travel shall begin at the same time as the travel period.
28 For Class A and Class B travel, the traveler shall be
29 reimbursed one-fourth of the authorized rate of per diem for
30 each quarter, or fraction thereof, of the travel day included
31 within the travel period. Class A and Class B travel shall

1 include any assignment on official business outside of regular
2 office hours and away from regular places of employment when
3 it is considered reasonable and necessary to stay overnight
4 and for which travel expenses are approved.
5 (b) A traveler shall not be reimbursed on a per diem
6 basis for Class C travel, but shall receive subsistence as
7 provided in this section, which allowance Allowances for meals
8 shall be based on the following schedule:
9 1. Breakfast--When travel begins before 6 a.m. and
10 extends beyond 8 a.m.
11 2. Lunch--When travel begins before 12 noon and
12 extends beyond 2 p.m.
13 3. Dinner--When travel begins before 6 p.m. and
14 extends beyond 8 p.m., or when travel occurs during nighttime
15 hours due to special assignment.

17 No allowance shall be made for meals when travel is confined
18 to the city or town of the official headquarters or immediate
19 vicinity; except assignments of official business outside the
20 traveler's regular place of employment if travel expenses are
21 approved. The Comptroller shall establish a schedule for
22 processing Class C travel subsistence payments at least on a
23 monthly basis.
24 (6) RATES OF PER DIEM AND SUBSISTENCE ALLOWANCE.--For
25 purposes of reimbursement rates and methods of calculation,
26 per diem and subsistence allowances are divided into the
27 following groups and rates:
28 (a) All travelers while on Class A or Class B travel
29 shall be allowed for subsistence when traveling to a
30 convention or conference or when traveling within or outside
31 the state in order to conduct bona fide state business, which

1 convention, conference, or business serves a direct and lawful
2 public purpose with relation to the public agency served by
3 the person attending such meeting or conducting such business,
4 either of the following for each day of such travel at the
5 option of the traveler:
6 1. Fifty dollars per diem; or
7 2. If actual expenses exceed $50, the amounts
8 permitted in paragraph (b) for meals, plus actual expenses for
9 lodging at a single-occupancy rate to be substantiated by paid
10 bills therefor.

12 When lodging or meals are provided at a state institution, the
13 traveler shall be reimbursed only for the actual expenses of
14 such lodging or meals, not to exceed the maximum provided for
15 in this subsection.
16 (b) All travelers shall be allowed the following
17 amounts for subsistence while on Class A or Class B Class C
18 travel on official business as provided in paragraph (5)(b):
19 1. Breakfast........................................$3
20 2. Lunch............................................$6
21 3. Dinner..........................................$12
22 (c) No one, whether traveling out of state or in
23 state, shall be reimbursed for any meal or lodging included in
24 a convention or conference registration fee paid by the state.
25 (d) For Class C travel, a traveler shall not be
26 reimbursed on a per diem basis nor shall the traveler receive
27 subsistence allowance.
