11  The Committee on Governmental Oversight and Productivity
12  recommended the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 1, line 21,
16  
17  insert:  
18         Section 1.  Subsection (4) of section 265.286, Florida
19  Statutes, is amended to read:
20         265.286 Art grants award by Division of Cultural
21  Affairs.--
22         (4)  The division is authorized to develop and conduct
23  a challenge grant program available to cultural institutions
24  or groups of institutions that which have local, regional, or
25  statewide impact. Challenge grants shall be made for not less
26  than $10,000; and matching moneys must be on at least a basis
27  of 1 to 1 for local projects, 2 to 1 for regional projects,
28  and 3 to 1 for state or capital projects, with the institution
29  providing the higher amount in the ratio. Any program operated
30  in a state-owned cultural facility that is not affiliated with
31  the State University System is not eligible to participate in

 1  the challenge grant program. The division shall by rule
 2  establish the specific eligibility and matching criteria for
 3  such grants. Separate funding for this program shall be
 4  provided by the Legislature.

18         match requirements; prohibiting participation
19         by any programs operated in state-owned
20         cultural facilities not affiliated with the
21         State University System; creating s. 265.702,
