12 recommended the following amendment:

16 page 50, line 4, delete those lines

18 and insert:
19 (1) There is hereby created the Office of Program
20 Policy Analysis and Government Accountability as a unit of the
21 Office of the Auditor General appointed pursuant to s. 11.42.
22 The Such office shall perform independent examinations,
23 program reviews and other projects as provided by general law,
24 concurrent resolution, or as directed by the Legislative
25 Auditing Committee, and shall provide recommendations,
26 training, or other services as may assist the Legislature
27 program evaluation and justification reviews as required by s.
28 11.513 and performance audits as defined in s. 11.45 and shall
29 contract for performance reviews of school districts pursuant
30 to ss. 11.515 and 230.2302.

1 Government Accountability is independent of the Auditor
2 General appointed pursuant to s. 11.42 and the Public Counsel
3 appointed pursuant to s. 350.061 for purposes of general
4 policies established by the Legislative Auditing Committee.
5 (3) The Office of Program Policy Analysis and
6 Government Responsibility shall maintain a schedule of
7 examinations of state programs.
8 (4) The Auditor General shall provide administrative
9 support and services to the Office of Program Policy Analysis
10 and Government Responsibility is authorized to examine all
11 entities and records listed in s. 11.45(3)(a) to the extent
12 required by the Legislative Auditing Committee.
13 (5) At the conclusion of an examination, the
14 designated representative of the director of the Office of
15 Program Policy Analysis and Government Accountability shall
16 discuss the examination with the official whose office is
17 examined and submit to that official the Office of Program
18 Policy Analysis and Government Accountability's preliminary
19 findings. If the official is not available for receipt of the
20 preliminary findings, clearly designated as such, then
21 delivery thereof is presumed to be made when it is delivered
22 to his or her office. Whenever necessary, the Office of
23 Program Policy Analysis and Government Accountability may
24 request the official to submit his or her written statement of
25 explanation or rebuttal within 15 days after the receipt of
26 the findings. If the response time is not requested to be
27 within 15 days, the official shall submit his or her response
28 within 30 days after receipt of the preliminary findings.
