14         On page 11, between lines 29 and 30,

16  insert:  
17         12.  The removal of five cubic yards or more of organic
18  detrital material from freshwater lakes and rivers is done by
19  licensed contractors who have experience conducting these
20  activities and demonstrate to the department that they have a
21  sufficient level of competence to assure that they are able to
22  conduct removal activities in accordance with this section.
