13         Senate Amendment (with title amendment) 
14         On page 46, lines 4-19, delete those lines
15  
16  and insert:  
17         (3)  CHANCELLOR OF STATE COLLEGES AND
18  UNIVERSITIES.--The Chancellor of State Colleges and
19  Universities shall be appointed by the Commissioner of
20  Education based on his or her ability to work as a division
21  vice president of the seamless K-20 education system with the
22  Florida Board of Education and the other education governance
23  officers to comply with the policies and guiding principles of
24  s. 229.002, to achieve the mission and goals of s. 229.007, to
25  enhance the national reputation and quality of education and
26  educational research in Florida's colleges and state
27  universities, to facilitate the coordination of efforts
28  between the state's 4-year institutions, and to work directly
29  with each of the college and state university presidents and
30  boards of trustees in focusing on the education and
31  educational research needs of the individual college or
