15 On page 65, between lines 9 and 10,

17 insert:
18 Section 22. Subsections (3), (4), and (5) of section
19 240.2995, Florida Statutes, are amended to read:
20 240.2995 University health services support
21 organizations.--
22 (3) The board of regents of a state university may
23 prescribe, by rule, conditions with which a university health
24 services support organization must comply in order to be
25 certified and to use property, facilities, or personal
26 services at any state university. The rules must provide for
27 budget, audit review, and oversight by the board of regents of
28 the state university. Such rules shall provide that the
29 university health services support organization may provide
30 salary supplements and other compensation or benefits for
31 university faculty and staff employees only as set forth in

1 the organization's budget, which shall be subject to approval
2 by the university president.
3 (4) The chair of the board of regents of a state
4 university may appoint a representative to the board of
5 directors and the executive committee of any university health
6 services support organization established under this section.
7 The president of the university for which the university
8 health services support organization is established, or the
9 president's designee, shall also serve on the board of
10 directors and the executive committee of any university health
11 services support organization established to benefit that
12 university.
13 (5) Each university health services support
14 organization shall make provisions for an annual postaudit of
15 its financial accounts to be conducted by an independent
16 certified public accountant in accordance with rules of the
17 board of regents of a state university. The annual audit
18 report shall include a management letter and shall be
19 submitted to the Auditor General and the board of regents for
20 review. The board of regents of a state university and the
21 Auditor General may shall have the authority to require and
22 receive from the organization or from its independent auditor
23 any detail or supplemental data relative to the operation of
24 the organization. The auditor's report, management letter, and
25 any supplemental data requested by the board of regents of a
26 state university and the Auditor General shall be considered
27 public records, pursuant to s. 119.07.
