11  Senator Klein moved the following amendment:

13         Senate Amendment 
14         On page 66, lines 16-28, delete those lines
15  
16  and insert:  
17         (c)  Division of State Colleges and Universities.--The
18  state's public universities and 4-year colleges to coordinate
19  long-range statewide planning. The division shall be primarily
20  responsible for articulating statewide needs to and from the
21  state's public colleges and universities and the Commissioner
22  of Education to avoid wasteful duplication of academic
23  programs. To this end, the Chancellor, in consultation with
24  the Commissioner of Education, shall determine a method by
25  which to receive proposed university rules for the purposes of
26  providing recommendations toward coordinated university
27  efforts. The division shall also seek to enable more effective
28  articulation between public postsecondary institutions and
29  those private colleges and universities that grant
30  baccalaureate degrees, are located in and chartered by the
31  state, and are accredited by the Commission of Colleges of the
