4 The CS deletes section 2, which would have authorized a WMD
governing board to establish the term of certain permits, and
5 section 7, which would have exempted WMDs from the Marketable
    Record Title Act.
  6
The CS authorizes a WMD governing board to lease any
7 communication towers it may acquire in the future; clarifies
that patents, copyrights, and trademarks are for WMD work
8 products; and simplifies provisions authorizing the suspension
of a contractor that has materially breached a contract. It
9 also provides direction to the WMDs in developing rules
governing how and why contractors may be suspended and
10 reinstated.
