17 insert:
18 Section 146. Notwithstanding any other provision of
19 law, Workforce Florida, Inc., shall develop strategies and
20 policies for incorporating the use of private-sector staffing
21 services firms into the operation of the state's workforce
22 system, in order to reduce duplication in the delivery of
23 workforce services to individuals and employers. Workforce
24 Florida, Inc., shall incorporate provisions relating to the
25 use of such staffing services firms into the strategic plan
26 required under section 445.006, Florida Statutes. In
27 addition, Workforce Florida, Inc., shall develop policies and
28 guidelines for use by the regional workforce boards in
29 fulfilling the ability of the boards to use private-sector
30 staffing services firms to the maximum extent feasible in the
31 one-stop delivery system, pursuant to section 445.009(9),

1 Florida Statutes. In developing the strategies, policies, and
2 guidelines under this section, Workforce Florida, Inc., shall
3 consider the extent to which the use of private-sector
4 staffing services firms could result in more efficient
5 delivery of workforce services, including, but not limited to,
6 the extent to which portions of the one-stop delivery system
7 or specific activities of the one-stop delivery system could
8 be reduced or replaced by activities conducted by such
9 staffing services firms. By January 1, 2002, Workforce
10 Florida, Inc., shall submit a report to the Governor, the
11 President of the Senate, and the Speaker of the House of
12 Representatives on its progress in fulfilling the requirements
13 and on additional options for the state to increase the use of
14 private-sector staffing services firms in the workforce
15 system. The report shall also include recommendations on
16 whether the membership of the board of Workforce Florida,
17 Inc., and the regional workforce boards should be amended to
18 include representatives from staffing services firms.
