15         On page 139, line 21, through page 140, line 1, delete
16  those lines

18  and insert:  
19         (8)  PREFERRED WORKER PROGRAM.--The Department of
20  Education division or administrator shall issue identity cards
21  to preferred workers upon request by qualified employees and
22  the department shall reimburse an employer, from the Special
23  Disability Trust Fund, for the cost of workers' compensation
24  premium related to the preferred workers payroll for up to 3
25  years of continuous employment upon satisfactory evidence of
26  placement and issuance of payroll and classification records
27  and upon the employee's certification of employment. The
28  department and the Department of Education division may by
29  rule prescribe definitions, forms, and procedures for the
30  administration of the preferred worker program. The Department
31  of Education division may by rule prescribe the
