15  remove from the bill:  all of said lines

17  and insert in lieu thereof:  
18         motorsports entertainment complex will equal or exceed
19  $1 million annually.
20         (e)  The applicant has demonstrated that it is capable
21  of providing, or has financial or other commitments to
22  provide, more than one-half of the costs that will be incurred
23  after certification under this section for the improvement and
24  development or continued improvement and development of the
25  motorsports entertainment complex which will enable the
26  motorsports entertainment complex to retain or add motorsports
27  events sanctioned by a sanctioning body.
