11  Senator Constantine moved the following amendment:
12  
13         Senate Amendment (with title amendment) 
14         On page 37, between lines 3 and 4,
15  
16  insert:  
17         Section 24.  The Florida Building Commission shall
18  research and evaluate the types of specific needs for the
19  state and its localities which are appropriate to justify
20  amendments to the adopted Florida Building Code, as referenced
21  in section 553.73(3), Florida Statutes, and shall make
22  recommendations regarding legislative clarification of this
23  issue to the Legislature prior to the 2002 Regular Session.
24  The commission shall consider needs relating to the state's
25  geographic, climatic, soil, topographic, fire, and other
26  conditions as part of its evaluation. The commission shall
27  adopt no amendments to the Florida Building Code until after
28  July 1, 2002, except for the following: emergency amendments,
29  amendments clarifying construction regulations for state
30  agencies, amendments that eliminate conflicts with state law
31  or implement new authorities granted by law, and amendments to
