17 and insert:
18 Section 28. Effective upon this act becoming a law,
19 the Building Construction Permitting and Inspection Task Force
20 is hereby created to recommend a procedure by which the public
21 could elect to engage an engineer or architect to perform
22 plans review and inspection for the construction, alteration,
23 repair, or improvement of real property, and the appropriate
24 role of the local building official in such an alternative
25 plans review and inspection procedure and in the resulting
26 issuance of a building permit and certificate of occupancy.
27 (1) The task force shall be composed of 11 members,
28 appointed as follows:
29 (a) The Building Officials Association of Florida
30 shall appoint four members;
31 (b) The Associated General Contractors of Florida

1 shall appoint one member;
2 (c) The Florida Home Builders Association shall
3 appoint one member;
4 (d) The Florida Engineering Society shall appoint one
5 member;
6 (e) The Florida Association of the American Institute
7 of Architects shall appoint one member;
8 (f) The Florida Building Commission shall appoint two
9 members, one member to be a building official or inspector,
10 and one to be a contractor, architect, or engineer.
11 (g) The Florida Insurance Council shall appoint one
12 member.
13 (2) The task force shall meet at least four times
14 prior to January 1, 2002. Members may participate in any
15 meeting via telephone conference. Members shall serve on a
16 voluntary basis, without compensation and without
17 reimbursement for per diem and travel expenses.
18 (3) The task force shall examine the various processes
19 used by local building officials throughout the state in
20 conducting plans review for the construction, alteration,
21 repair, or improvement of real property, and approving
22 building permit applications, as well as those processes used
23 by local building officials in conducting required inspections
24 for construction, alteration, repair, or improvement of real
25 property, and issuing certificates of occupancy. The task
26 force shall make recommendations on the following:
27 (a) A procedure by which the public could elect to
28 engage an engineer or architect to perform plans review and
29 inspection for the construction, alteration, repair, or
30 improvement of real property; and
31 (b) The appropriate role of the local building

1 official in such an alternative plans review and inspection
2 procedure and in the resulting issuance of a building permit
3 and certificate of occupancy.
4 (4) The task force shall submit to the Governor, the
5 Speaker of the House of Representatives, and the President of
6 the Senate, by January 1, 2002, a report presenting the task
7 force's recommendations and findings.
8 (5) The Florida Building Commission shall provide
9 logistical and staff support for the task force.
