11  Senator Constantine moved the following substitute for
12  amendment (340882):

14         Senate Amendment (with title amendment) 
15         On page 37, between lines 3 and 4,
16  
17  insert:  
18         Section 24.  Effective upon this act becoming a law,
19  the Florida Building Commission shall research and evaluate
20  the types of specific needs for the state and its localities
21  which are appropriate to justify amendments to the adopted
22  Florida Building Code, as referenced in section 553.73(3),
23  Florida Statutes, and shall make recommendations regarding
24  legislative clarification of this issue to the Legislature
25  prior to the 2002 Regular Session. The commission shall
26  consider needs relating to the state's geographic, climatic,
27  soil, topographic, fire, and other conditions as part of its
28  evaluation. The commission shall adopt no amendments to the
29  Florida Building Code until after July 1, 2002, except for the
30  following: emergency amendments, amendments clarifying
31  construction regulations for state agencies, amendments that

 1  eliminate conflicts with state law or implement new
 2  authorities granted by law, and amendments to implement
 3  settlement agreements executed prior to March 1, 2002.
