13 Amendment to Substitute Amendment (430629)
14 On page 1, between lines 21 and 22 of the substitute
15 amendment

17 insert: (1) The Legislature finds that most noncustodial
18 parents want to support their children and remain connected to
19 their families. The Legislature also finds that while many
20 noncustodial parents lack the financial resources and other
21 skills necessary to provide that support, a small percentage
22 of such parents willfully fail to provide support to their
23 children even when they are aware of the obligation and have
24 the ability to do so pursuant to s. 61.30. The Legislature
25 further finds that existing statutory provisions for civil
26 enforcement of support have not proven sufficiently effective
27 or efficient in gaining adequate support for all children.
28 Recognizing that it is the public policy of this state that
29 children shall be maintained primarily from the resources of
30 their parents, thereby relieving, at least in part, the burden
31 presently borne by the general citizenry through public

1 assistance programs, it is the intent of the Legislature that
2 the criminal penalties provided for in this section are to be
3 pursued in all appropriate cases where exhaustion of
4 appropriate civil enforcement has not resulted in payment.
