13         Amendment to Substitute Amendment (824029) (with title

15         On page 156, line 2,

17  insert:  Section 176.  The Department of Management Services
18  shall conduct a market survey of pay differentials between
19  comparable job classifications in the state personnel system
20  and private sector employment.  The department shall report
21  the findings of the survey to the Governor, the President of
22  the Senate, and the Speaker of the House of Representatives by
23  January 15, 2002.  The Governor shall include in his
24  recommended budget for fiscal year 2002-2003, sufficient
25  funding of all positions in the state personnel system at the
26  same level as the survey results for the comparable positions
27  in private employment.  For the current fiscal year, there
28  shall be appropriated from General Revenue, an amount
29  sufficient to provide every employee in the career service
30  system a $1,000 increase in salary.
