  1                          House Memorial

  2         A memorial to the Congress of the United

  3         States, urging Congress to adopt legislation to

  4         ensure fair voting consideration for absentee

  5         ballots cast in federal elections by overseas

  6         electors authorized to vote under the Uniformed

  7         and Overseas Citizens Voting Act.

  9  Be It Resolved by the Legislature of the State of Florida:

11         That the Congress of the United States is requested to

12  adopt legislation, to be effective upon becoming a law, which:

13         (1)  Ensures that each absentee ballot cast in a

14  federal election by an overseas elector authorized to vote

15  under the Uniformed and Overseas Citizens Voting Act is

16  counted as long as the elector is registered and the ballot is

17  signed by the elector and received by the appropriate election

18  official not later than 5 p.m. on the 10th day after the date

19  of the election, regardless of the manner of delivery or the

20  presence or absence of a postmark;

21         (2)  Prohibits the enactment of any local ordinance,

22  state statute or rule, or other federal code, law, or rule

23  that in any way hinders or denies the consideration of

24  absentee ballots cast by overseas electors provided by such

25  legislation; and

26         (3)  Supersedes all laws to the contrary and directs

27  the various states to amend or repeal all laws and rules to

28  the contrary.

29         BE IT FURTHER RESOLVED that this memorial be dispatched

30  to the President of the United States, the President of the

31  United States Senate, the Speaker of the United States House
