14 On page 2, between lines 15 and 16,

16 insert:
17 (3) In implementing line item 138A of the 2001-2002
18 General Appropriations Act, the Department of Education shall
19 administer the educator liability program. The insurance
20 carrier providing any portion of educator professional
21 liability coverage under the program which is procured with
22 state funds must be selected by a competitive process. The
23 amount of the appropriation for purchase of liability
24 insurance remaining after liability insurance is provided
25 shall revert to General Revenue unallocated.
