11  Senator Dyer moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 2, between lines 15 and 16,
15  
16  insert:  
17         Section 2.  Notwithstanding proviso language in
18  Appropriation 138A which states: "The Professional Educators
19  Network shall purchase the coverage, administer the program,
20  and provide communications and notification to all
21  instructional personnel of the benefits of the program," the
22  insurance to be provided shall be purchased by the State of
23  Florida using the competitive bidding procedures in chapter
24  287, Florida Statutes, and the program shall be administered
25  by the school districts that employ instructional personnel.
