1 A bill to be entitled
2 An act relating to mental health; directing the
3 Department of Children and Family Services to
4 develop and implement a pilot project to
5 provide client-directed and choice-based mental
6 health treatment and support services to
7 certain adults; requiring an independent
8 evaluation; providing evaluation criteria;
9 requiring reports; providing an appropriation;
10 providing for expiration; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:
14
15 Section 1. (1) The Department of Children and Family
16 Services shall develop a client-directed and choice-based
17 pilot project in district 4 to provide mental health treatment
18 and support services to adults who have a serious mental
19 illness. The project shall test a payment model in which each
20 client controls the money that is available for that client's
21 mental health treatment and support services. The project
22 shall be evaluated by an independent entity whose evaluation
23 must include an assessment of:
24 (a) The criteria for selecting adult mental health
25 clients with serious mental illness eligible for participation
26 in the project.
27 (b) The duties and responsibilities of the care
28 coordinator.
29 (c) The accessibility and quality of services provided
30 under the project by available community-based providers

1 selected by the client, compared to those services that are
2 available without the project.
3 (d) The input by the clients in the development of
4 treatment plans compared to other clients not participating in
5 the project.
6 (e) The achievement of individual treatment goals or
7 outcome measures established for each client participating in
8 the project compared to other mental health clients.
9 (f) Any demonstrated improvements or cost savings in
10 the delivery of community-based mental health treatment and
11 support services, including an explanation of the analyses
12 used in determining cost savings.
13 (g) All monitoring and oversight conducted by the
14 Department of Children and Family Services or the Agency for
15 Health Care Administration.
16 (h) Any existing or appointed local advisory group
17 assisting in the design and implementation of the project.
18 (2) The Department of Children and Family Services
19 shall submit a report concerning the progress of the project
20 to the appropriate legislative committees by December 1, 2002,
21 and December 1, 2003.
22 (3) This section expires July 1, 2004.
23 Section 2. The sum of $470,000 is appropriated for
24 Fiscal Year 2001-2002 from the Alcohol, Drug Abuse and Mental
25 Health Trust Fund in the Department of Children and Family
26 Services for the purpose of implementing this act.
27 Section 3. This act shall take effect upon becoming a
28 law.
