4 230.2305, F.S.; requiring the Florida
5 Partnership for School Readiness to make
6 recommendations to expand the prekindergarten
7 early-intervention program to provide access to
8 at-risk 4-year old children on a fee basis;
9 requiring a report; providing an effective
10 date.

12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Paragraph (c) is added to subsection (6) of
15 section 230.2305, to read:
16 230.2305 Prekindergarten early-intervention program.--
17 (6) FUNDING.--
18 (c) The Florida Partnership for School Readiness, in
19 consultation with the Legislature, shall make recommendations
20 to expand the prekindergarten early intervention program to
21 provide access for all at-risk 4-year old children on a
22 sliding fee scale to the children's parents depending on
23 household income. Participation in the program is a parental
24 option. The Florida Partnership for School Readiness shall
25 take into consideration the cost incurred by the state and
26 make its recommendations based on a phase-in plan with
27 emphasis on 4-year old children living in Title I zone
28 neighborhoods and children for whom English is not the primary
29 language. The Florida Partnership for School Readiness shall
30 report its recommendations to the Legislature by November 1,
31 2001.

1 Section 2. This act shall take effect upon becoming a
2 law.

Requires the Florida Partnership for School Readiness to make
8 recommendations, rather than develop legislation.
9 Requires recommendations for serving all at-risk 4-year old
children, rather than all 4-year old children.

Provides that participation in the prekindergarten program is
11 a parental option.
12 Requires the Florida Partnership for School Readiness to
develop a plan to phase in the expansion which is to emphasize
13 4-year old children living in Title I zone neighborhoods and
children for whom English is not the primary language.

Deletes a requirement for proposed legislation and deletes an
15 appropriation.
