11  The Council for Smarter Government offered the following:

13         Amendment 
14         On page 30, lines 3-26,
15  remove from the bill:  all of said lines
16  
17  and insert in lieu thereof:  
18         Section 17.  (1)  The sum of $4 million is appropriated
19  to the State Office on Homelessness within the Department of
20  Children and Family Services from the General Revenue Fund for
21  fiscal year 2001-2002 to fund the challenge grants created in
22  s. 420.622, Florida Statutes, and to fund administrative costs
23  incurred by the State Office on Homelessness and the Council
24  on Homelessness. Funding for this subsection shall be
25  implemented in accordance with the General Appropriations Act
26  for the 2001-2002 fiscal year.
27         (2)  The sum of $625,000 is appropriated to the
28  grant-in-aid program specified in s. 420.625, Florida
29  Statutes, within the Department of Children and Family
30  Services from the General Revenue Fund for fiscal year
31  2001-2002 to fund one position in each of the 25 homeless

 1  coalitions in Florida. Each coalition may receive up to
 2  $25,000. Funding for this subsection shall be implemented in
 3  accordance with the General Appropriations Act for the
 4  2001-2002 fiscal year.
 5         (3)  The sum of $197,668 is appropriated to the
 6  grant-in-aid program specified in s. 420.625, Florida
 7  Statutes, within the Department of Children and Family
 8  Services from the General Revenue Fund for fiscal year
 9  2001-2002 to fund an increase in its annual appropriation.
10  Funding for this subsection shall be implemented in accordance
11  with the General Appropriations Act for the 2001-2002 fiscal
12  year.
13         (4)  The sum of $5 million is transferred for fiscal
14  year 2001-2002 from the Local Government Housing Trust Fund in
15  the Florida Housing Finance Corporation to the Administrative
16  Trust Fund within the Department of Children and Family
17  Services.  The sum of $5 million is hereby appropriated to the
18  State Office on Homelessness within the Department of Children
19  and Family Services from the Administrative Trust Fund for
20  fiscal year 2001-2002 to fund homeless assistance grants.
