1 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
  2 SB 448

  3

4 The committee substitute differs from the original bill in
that it: inserts a space on the Voter's Certificate for the
5 absentee voter to provide the date he or she signed the
Certificate; changes information sought in connection with an
6 absentee ballot request from the voter's registration number
to the voter's date of birth; repeals the provision of law
7 limiting third parties to returning 2 absentee ballots per
election, and the corresponding criminal penalty.
