15 On page 59, between lines 12 and 13,

17 insert:
18 Section 49. A contract for services, request for
19 proposal, or invitation to bid between an agency of this state
20 and a contract vendor succeeding to the operation of a program
21 or function of an agency of this state may not be executed
22 unless the vendor agrees, for the duration of the contract, to
23 retain in this state substantially all of the filled positions
24 previously assigned the state agency at substantially the same
25 total cash equivalent of salaries and benefits.
